How to stop the long whippy branches growing on my apple trees.?

Have tried different ways of pruning and the next year these long thin branches ( they only seem to grow vertically ) cover the tree again. They don't have any fruit buds on them and I'm sure they need to be cut off as they are keeping the light from the centre of the tree and the height is making the tree unmanageable. thanks for reading any tips will be gratefully received.
