Which of theses are good as roleplaying characters, and what government types are best?

I want to have some rp characters for my risk game, but im not sure on some things. First which are good ethnicities;Arabic,Czech,Danish,Dutch,Fr… Welsh. And for what governments; Dictatorship, Democracy, Oligarchy/Anarchy(Someone could help me out for which one to chose for red, it would be PRETTY helpfull), Monarchy, and Theocracy.
