Do all Iranian women HAVE to wear head coverings? I have an Iranian women friend who dosen't?

Women get in trouble by police if they don't wear veil in public in Iran. There are special police officers in here for controlling men and women clothing! Unfortunately, it's not matter of preference, it has been a law since revolution that happened 30 years ago! :(
